Home. The California Tribal Business Alliance was formed in 2004 to address an array of public policy matters of importance to the diverse business interests of the founding tribes, including business, housing, transportation, agriculture and environmental issues.. The CTBA's three members are the Lytton Rancheria of California, the Pala Band of Luiseño Indians, and the Paskenta Band of Nomlaki Indians of California.
